The California Constitution expects legislators, which include both the State Senate and the House of Representatives, to influence agency decision-making, build political support for increases or decreases in agency funding to lay the political groundwork for new programs and policies and capture media attention and increase the power of members of Congress of the State of California. However, not all legislators are able to fulfill their duties and meet the expectations of the state. In fact, their effectiveness in serving California varies based on their length of experience, familiarity with the government system, and commitment to public service. Evaluating their performance over the past decade, legislators stand out for their competence and efficiency. In this article, I argue that to be an exceptional legislator, politicians must satisfy both constituent and partisan interests and have a strong ability to facilitate bargaining and compromise within the state convention. Members of the California state legislature spend most of their time politically cultivating their districts and the state as they legislate. To increase efficiency, most legislators turn their attention to their national constituents. In the book entitled Politics In America, Thomas Dye and Bartholomew Sparrow call this legislative tactic “house-style,” which is defined as the activity of the legislator who focuses primarily on the problems and interests of the voters. I believe that building relationships with your district voters is the most essential factor in becoming a competent legislator. Indeed, leadership positions and seniority are strong predictors of legislative activity and bill success. In conclusion, some politicians fail to become effective members of the legislative assembly due to the diversity of experiences, position, partisanship and relationship with its constituents. It may take some time to accumulate experiences, especially now that California has declared itself a border state. However, this should not be an obstacle for future legislators. As long as they have a strong belief in public service and build strong bonds with their respective constituents, I believe this will lead to them becoming a successful legislature. There is no exact formula for becoming an effective leader, but there is a simpler way to increase efficiency, and that is to become passionate about political education and the method of learning by doing.
