Despite criticism of its ineffectiveness, bureaucracy is necessary in society to impose order and organization in the provision of services and interactions between the state and citizens, especially considering the national scale of government and its service to a multitude of citizens. The reforms aimed to rectify the political circumstances that had facilitated the prevalence of financial crises, corruption and various inefficiencies in the provision of public services. The introduction of a market-oriented model of public administration focused on efficiency, control of public spending (mainly through government reduction) and treating citizens as customers in public service provision has adapted to evolving circumstances. Rather than an end in itself, the bureaucratic reform regime was a means of ascertaining the desired quality and standards in the provision of public services.
