The City of Culture is a cultural center created for the province of Galicia, in the north-west of Spain. Its design is adopted by three different sets of information. First, the street plan of Santiago's medieval center is overlaid on a topographic map of the site, which overlooks the city. Secondly, a modern grid is placed above the medieval paths. Third, through the use of modeling software, the topography of the hill can distort the two flat geometries, generating a surface that repositions the old and the new in a way never seen before. Construction is very challenging and very expensive since the building designs require high-level contours, intended to make the buildings look like rolling hills. Almost every window has its own specific shape. In 2013, it was announced that after more than a decade, construction on the project would be stopped.
